If you have a multi-class character, both sets of HLAs are available on level up. Is the same true of dual-class? What if you dual the first class after 3mil xp?

For dualclass, the HLAs are only given for an active class. If you dual a fighter to mage at level 18 you will gain no HLAs for fighters and will only be able to get mage HLAs. If you dual at level 20 fighter you will get one fighter HLA and the rest will be mage HLAs.
For multiclasses, HLAs are available for both classes... even if you level up as a fighter in a fighter mage multi, you can still choose mage HLA's. If you are using a F/M/T then the mage HLAs are unavailable. |

This is one of the main reasons that multi-class characters are typically superior to their dual-classed counterparts once you reach high levels. I think it's a good balancing effort, as dual-classed character tend to be superior to their multi-classed counterparts throughout much of SoA.
