Vengeance Incarnate is on a distinguished road

My pursuit of a "fun" character build led me to my new concoction: the Ghostwise Halfling Rogue/Barbarian.(Not sure it'll be effective though, but at least it's been fun.......so far)

Anyway, I start the game with the little guy and start setting natural snares right and left. I realize that they rarely work, not even against goblins. That got me wondering about whether the ability was actually worth it in the long run and led me to my question:

Does the DC on a character's natural abilities rise as they level up, making them more effective, or will I be stuck with an ability that won't even work on enemies 8 levels lower than I am?
