Not like DoTW, my video card is very silent; but CPU is getting noisy, and when TV is off, the noise becomes a bit annoying.
I don't understand much about sockets so I don't know what kind of I should chose.
So here are the specs: is a Pentium D 820, motherboard is NEC GA-8TRC410M-NF.

I did some googling and I got lots of stuff for this CPU but I'm not sure what to chose.

Looking to quiet up your computer huh? The market for "quiet PC" has just exploded in the past few years...so while you're no longer faced with a small selection of products, you now have to find which products are quality .

Socket wise, almost all the major manufacturers ship their heatsink/fan units with adapters for the 2 common Intel sockets as well as some AMD socket adapters...but you'll want to choose a HSF unit that's "designed" for a specific socket.

Currently, the major trend in HSF units is the heat-pipe. If you don't know what a heat-pipe is, all you need to know is that it moves the heat away from the chip, and into an array of fins. While they are more efficient at heat distribution, the downside to them is that they are big and sometimes very heavy. If you've got a small computer case, there are many heat-pipe HSF units that you just can't use.

I usually try and sway people in to water cooling, but that solution isn't for everyone. However, on the air cooling side of things, I am a big fan (no pun intended) of Scythe. While their CPU coolers tend to be on the large side, their performance, quietness, and construction are awesome. I've been looking in to one of their newer units, the "Mine" CPU Cooler. While it's large, just like most heat-pipe units, this one is unique. It has a large, yet quiet fan sandwiched between two fin arrays; if positioned properly, it will aid in the airflow of the case; it supports a large variety of CPUs; and the contact surface on the bottom is nearly a perfect mirror finish! Here's a in-depth review on the "Mine".

And remember, whenever you pull off a HSF, always clean the CPU off carefully and properly, and apply a small amount of thermal compound.

Not a problem. If you do end up getting the "Mine", let me know how everything works out for you. I'm thinking of getting one for my dad's computer to help cut down on noise.

Standard CPU-coolers tend to be noisy and less effective than special ones, so it might be a good idea to buy a decend cooler when you buy a new CPU. I'm currently using this Zalman Cooler, which is okay. Not the best one, but okay. Fricking huge, though, and cost about 30 euros.
