It is found in the Sahuagin City. On a priestess IIRC.

A temporary solution is the mage spell "Spell Turning". IIRC it does exactly the same thing.

IMO the Cloak of Mirroring in by far the most powerful item in the game. It's also too easy to get. For Crom Faeyr you gotta go on a wild goose chase for 4 different things! With Coromyr you've gotta kill a Dragon! All you've got to do for the Cloak of Mirroring is kill a lowly priestess (proably level 10 or something like that).

Hell, why not?
It's a surprise for the player, it's a welcome change in the gameplay. All those quests-for-items can be boring too.
On the other hand, the whole "shark city" quest could be too easily overlooked. Remember, after the fishy business, Mr Traitor still wants your trust.
What would a real RPG player do? Dump him and skip the quest maybe.

IMO the Sahuagin city itself is just an excuse for players to get the Cloak. It is optional, so you might skip it. It is easy. And the Cloak is not only the most powerful item, it also is the cheesiest.
All this lead me to believe that it is meant for players that do not want to play fights strategically, but care more about other aspects of the game.

The first time a person plays through, that cloak is a nice bonus! It's a powerful item that you luck into. I've used it frequently to pound the snot out of that bastard Irenicus.
