I'm kind of stuck, but I'm not sure. Please help!

Ok. I will first state that I haven't yet started Chapter 3, and I have a feeling both of my questions are things that happen beyond Chapter 3.

Here they go:

Question 1 : Does anyone know how to access the mage in the Bridge District who has a really good staff? (I know what it is, I'm just not clear-headed that if I put it on here it would be considered a spoiler)

Question 2 : Does anyone know how I can find Saemon Havarian? Or do I have to be in later chapters to find him? Maybe I just haven't waited long enough or at the right times in the Docks District.

I wouldn't even dream of taking on the people I think you're talking about until chapter 6 (Assuming you're talking about the Staff Of The Magi). Regardless, If these are who I think you're talking about, you'll find them at the very south of the Bridge District. You'll find a door you can open; If you do not have a rouge stone in your posession (Multicoloured, rather rare stone), you can try and go through, but it'll say that you can see only blackness. If you do have one, you shall be teleported in; You now need to battle through loads of monsters, including beholders! Personally, I found this impossible, but you are welcome to try... if you dare!

As for Saemon, you'll get to him eventually in Chapter 3, Hearlding the end of the current chapter; If you have completed all the things you need to do, a boat (Large, should have blue masts if I can remember correctly...) should appear on the SE of the Docks District map. Go down the steps to meet up with him. Otherwise, go back to the Shadowthieve's place and talk to Aran Linvail to be taken to him.

I suggest you attemping to get the mage staff later in game, when you are back to Akathla (I don't remember how to spell it, nevermind..). It's tough, probably one of the best combats in the game, so you have to be high level to undertake it (the treasure worths it!!).

The staff of the Magi is won by defeating all the bad guys in the "Twisted Rune"...there are a number of them, but the only ones worthy of notice are the lich, and the beholder. Personally, I hit the Twisted Rune right before I go to Brynlaw, and it's usually fairly easy.

there are alot of things to do and some quest to be gotten by simply exploring houses and areas and talking to people. So keep on exploring and have fun

[Golden Avenger]

A rouge stone is easy to get. 2nd floor of theives guild. I suggest going in with a protection of magic scroll I found this battle tougher than the Irenicus battle so there is no better time to use your scroll
