Using tattoos

I put together a little stash in the Hive, and bought one of the $1200 tattoos from Fell. But they (I had a little one: healing, I think, beside s the one I just bought)simply sit in inventory. What do I do with them to get the boost?

see the paper doll where the slots are where you put rings and stuff on? put the tattoo in the slot that looks like a shillouette of a bird, theres 3 tattoo slots on the nameless one.
