Hm, how do you know if the mod is active? Something changed all the class default costumes to a boring shirt and pants but nothing else is changing.

I don't know which mod you are using, so I can't comment. I recall there is one that modifies the files so everybody is wearing the sexy stuff, another one that only affects the PC if she isn't wearing any armor or cloaks, another one that you have to "examine" the armor in question it lets you change the appearance, and one that can change it via crafting.
I can't recall what was what, I haven't played with them in years. None were tested with the complete edition, just NWN2 + MoTB from DVDs.

Ack, after looking at the githup thing; and looking at the sexy oc readme I realized I had to install a large batch of other mods before it all worked.

Oh; and running with the sexy_oc and sexy_oc_motb mods.

That's what the readme file is for. It's in the name.

And it's still working haphazardly. I tried installing one batch of stuff suggested, and a few armors changed, but others didn't. I tried using a different set of suggested mods. When I saw Elanee spying on my char she was wearing a green bikini; but my armor had gone from a kinky scale armor to just plain NWN scale armor during the mod change. In neither case would chainmail work at all on my female OC. So I'm obviously doing something wrong; but I can't figure out what.

I can't find anything that says exactly what to install, or in what order. The page for the SOC_R (revised) has at least three different listings of files with some listed as "outdated" - so I don't know if those are needed or not. The first mod installation made scale armor interesting; but seemed to make all other armor look like normal clothes. I moved all those files to a different folder and tried again. This time I got elanee in her bikini - but no other armors did anything and again some looked just like normal clothes. I tried combining the two installations, no change from that last bit.

I finally went back and looked at both the original sexy_oc and the revised one. The revised one did not include sexy_oc installer so I took a hunch, pulled the files that revised suggests as bare minimum; then installed the original sexy_oc mod. It seems like it's working so far. During one of the attempts to get it working I ended up with a scale armor suit that included the chain bodysuit from slide 7 from this: https://neverwintervault.org/project/nwn2/hakpak/original-hakpak/female-clothing-pack replacing the torso. But none of the armors did anything except stop at the transition basic clothing stage that it uses as a place-holder until it configures the armor it wants to replace with. I had installed the chainmail bikini mod but got nothing from either the chain shirt or full chainmail. Current setup my OCs chain shirt shows belly "cleavage" Though since I'd created a drow and the armor is very dark it was hard to tell until I got Neeshka and had her try the chain shirt.
