     Perhaps the most grandest building found within the Government District would be the Council of Six Building where one can find the snobbish day to day people that help make and run Athkatla to the best, if not worst, of their abilities.

     Situated in front of a small park, the looming trees shadow the entrance and give welcome to its design and oaken doors that have constant people moving in and out of. At one point or other you will also find yourself here. Whether it is in search of information, to receive a reward or possibly pay some corrupt official with some gold, the Council of Six Building is the place.

     Inside the walls, footsteps echo as one walks across the marbled floor and people flip through record books or talk quietly with one and other. It is also where you will be able to purchase a license to be able to cast magic while in Athkatla and this can prove very helpful, especially when one encounters thugs or others who are out to harm the party.

At some point during your adventure, you may have come across Nalia and if by chance she is taken captive, you will want to speak with Corgeig Axehand who will be able to help you regarding Nalia's capture.

If you haven't completed The Planar Sphere yet, Tolgerias should still be found inside of the building, which you can pick pocket him for the Ring of the Ram and when you come across him again in The Planar Sphere and kill him, you will receive it yet again.

     When trouble finds the way into the souls of both the rich and the poor and they are sentenced to justice, it is here they will end up to rot like the foul vermin they are. Although most of the crimes in Athkatla are dealt with by the Shadow Thieves, those that escape a bloodied death can be found here. The Jail House isn't much to look at from the inside as well as the outside and a quick stop here to explore it yourself will most likely be the last time too.

     The secret passages that can be found within lead to nowhere special and to empty cells too for that matter.

     What you may find more interesting is the gathering of people found outside of the Jail House who are looking forward to watching the drow prisoner burn at the stake for her crimes of being a foul wretched creation! This is Viconia who will be more than willing to join your cause if you help her down from her future grave. Do know, you will lose reputation points for saving her foul hide and will also have to deal with the gathering that are waiting for her to burn.

     As Grub stood by, listening to the commoners shout and throw stones at her, she called out to me, saying I knew her from the past and went on rambling about this and that. Grub scratched his head and wondered what foul beast had taken this lady's soul that she would think that I would have anything to do with such a foul creature! Burn drow burn and may you meet Drizzt in the very near future and may your kind suffer for all eternity!

     A flame strike never looked better as her skin popped and blistered from the heat. Spitting on her now burnt corpse, Grub continued on his way.

     Roenall's Estate is the house on the right of the Government District and although it is a small establishment, it is housed by a very important man, who during your travels, will come across if you happen to journey through De'Arnise Hold. The entire issue that resolves around this man will also revolve around Nalia, who will be taken by Roenall and placed under his protection as not to spoil her with the rotten life of an adventurer.

     Inside you will find information pointing to Roenall that he isn't the just man he makes himself out to be and is quite the corrupt official within Athkatla. This very information could prove vital to you if you want to get Nalia back in your hands and out of Roenall's. Gaining entry though will not be so easy as the door is normally locked but an informant will speak to you, saying he will make sure that the door to Roenall's Estate is unlocked during the late hours of the night. It is then you come here to get what you need to get and gather the information on Roenall that will bring him to justice.

     A very large and well built estate that speaks of wealth for the family who lives inside and it is this very family that is Keldorn's who will make a comment if you happen to have him in the party. He will most definitely wish to visit his own wife and children, so do stop over for a drink and to send your greetings.

     Found within are Peony, Leona, Vesper and Lady Maria who will greet you regardless if you happen to have Keldorn in your party or not. Having Keldorn as a member though, will bring forth a few personal family issues that you may or may not wish to help resolve and its own details can be read fully under the Quests portion of the Government District.

     If you could stick your nose into the air as high as you could, it is Jysstev's Estate that you'd want to do it in front of for they are your typical, rich folk who look down on everyone and everything that crosses their path. Don't be surprised that when you walk in front of them, that they place a blanket of sorts on the soil where you had walked.

     Rude and very uncharming are Qar Jysstev and his wife Lady Jysstev and it is a wonder that the butler even bothers to wait on them hand and foot, but I suppose the pay is good enough for him to put up with them.

     Unfortunately, you will find a use for them down the road during your exploration because it is here that Sir Sarles is staying, a renowned artist who deals with ILLITHIUM and is the very man that the Temple of Helm may ask you to seek and confront about a very specific job. This of course will lead you to a cat and mouse game of tracking down the ILLITHIUM as well as getting the 200 pounds that Sir Sarles requests.

Take note that Sir Sarles will not be available until you receive the quest to speak with him from the Temple of Helm.

     Of course, there is more to all of this than just completing a task for the Temple of Helm and running around trying to locate 200 pounds of ILLITHIUM and for that information, please check the Quests portion of the Government District for full details explaining the pros and cons of completing this specific quest.

     An empty estate if you happen to make your way inside to look around but whoever lives here is nowhere to be seen. Perhaps out on business or trade in another part of Amn or Faerun which leaves for a place to possibly store items and use it for your own until the owner returns to claim it back.

     During my travels though, I had yet to find any use for this building but at the time of typing this part of the solution up, I had only just finished Chapter 3 so maybe when I return to Athkatla, this building will be occupied. If you happen to know if anyone does live here later on during the game, please feel free to drop me a line and remind me to update this part of the solution.

     When I had first arrived in The Slums District I had made a stop at The Copper Coronet to look for work and Minsc ran into Anomen before I could get there. Well, the two just had it off with each other and Minsc gave Anomen a taste of Evilness! Before I knew it, Anomen darted off from The Copper Coronet and it is here I ran into him again.

     This time though, I didn't get a friendly greeting or warning to get out of his home. Instead, as I stepped through the front door, Minsc leading the way of course, the entire Delryn family attacked me, including Anomen! So I never got to do any of his side quests or running around with him like some other readers have so at the time of this publication, I cannot give you any advice or knowledge of the experience and rewards one gets when having Anomen in the party.

     So with that said it was time to bring the entire Delryn family to its knees and I made sure that it was Anomen who fell last, so he could watch every single member of his family get run through one by one before he was beaten up by Minsc, who if I may add, removed his weapon and kicked Anomen's tard arse with his fists!

     Mind you, I did receive a nice little gift from one of the family members and that is detailed below.

     Another empty house found within the Government District and a quick search of the building won't reveal much of anything. Hopefully you'll be able to meet whoever lives in such a nice, lavished home but for the time being, the owners are nowhere to be found.

RETURNING NEB'S HEAD

Perhaps at one point or other you will come across NEB'S HEAD, which in fact is part of the quest for the Temple of Helm in the Temple District. If you're not sure what to do with NEB'S HEAD, you'll want to come to the Government District and speak with Chief Inspector Brega who can be found in the Council Six Building.

Returning NEB'S HEAD will give the party 2,500gp and boost reputation by +1.

KELDORN'S FAMILY BUSINESS AFFAIR

Only available to those who have Keldorn in the party, he will make a comment once you enter the Government District to stop by his estate and visit his wife and children. Doing so will unlock this particular quest and set you off on a hunt for a man by the name of Sir William of Thorpe. There are a few options you can take, depending on what you want to do and if you wish to keep Keldorn in your party and the best bet would be keeping him for your best interests.

Sir William of Thorpe can be found in the Waukeen's Promenade found within Mithrest Inn and will only be here once you receive this particular quest. Your best option would be to want to keep Keldorn in the party for he is very useful as you continue on in your adventure, so the end result to better everyone would be to allow Sir William of Thorpe to live.

Returning to the Firecam Estate to speak with Lady Maria and telling her that this will be Keldorn's last major quest by helping you will ease her mind, stop her from cheating on her husband who wants nothing more than to keep the family together and love his wife, will earn the party 15,500xp.

If you tell Keldorn to stay with his family rather than going along with the party, you will never see him again.

TOLGERIAS' HUNT FOR VALYGAR

Found outside of the Council of Six Building is Tolgerias who will ask you for some assistance in locating and returning Valygar to the Cowled Wizards so they may enter The Planar Sphere. A lovely little bug I had run into with this quest is that if you've already been to Umar Hills, taken Valygar with you and completed all of The Planar Sphere before evening going to the Government District, Tolgerias will still be outside of the Council of Six Building even though you had already killed him in The Planar Sphere.

If you return with Valygar and tell Tolgerias you aren't handing him over to the Cowled Wizards, he will storm off but you will face and meet him again in a battle within The Planar Sphere.

If you wish to hunt and find Valygar he can be found within his cabin in Umar Hills.

SIR SARLES' ILLITHIUM QUEST

If you have received the quest from the Temple of Helm within the Temple District, then you will be making your way to the Jysstev's Estate to speak with Sir Sarles about creating something for the Temple of Helm out of ILLITHIUM. Mind you, Sir Sarles will need 200 pounds of ILLITHIUM to complete the task and you will be sent to speak with Jerlia the Ore Merchant found within Waukeen's Promenade who just might have the ILLITHIUM Sir Sarles needs.

Now once you've gotten the ILLITHIUM or are about to get it, you might want to consider a few things. First of all, if you return with pure ILLITHIUM that Sir Sarles needs, he will make what the Temple of Helm asks of him and the party will receive 21,750xp for finding the ILLITHIUM he needed.

But there is another use for the ILLITHIUM as well and one reason why Jerlia the Ore Merchant tells you of a substitute to the ILLITHIUM. Now this you can do as well but one problem is that Sir Sarles will know it is a substitute and promptly leave, but the Temple of Helm won't know the difference.

You can then get the real ILLITHIUM for the Mace of Disruption so you can coat it to make it a +2 weapon. This weapon can be found in the Graveyard District within the Vampire Lair within a pool of blood resting in the Resting Chamber.

So you can either trade the 21,750xp for being able to coat the Mace of Disruption to make it a +2 weapon or take the 21,750xp and keep the Mace of Disruption as a +1 weapon.

DELON'S QUEST TO UMAR HILLS

Delon can be found in the park of the Government District if by chance you have not come across him randomly when going to other districts within Athkatla, calling out to anyone who wishes to help Imnesvale where he lives.

Accepting his quest will place Umar Hills on your world map.

Dungeon Master Notes

I was a little disappointed with this district as I was expecting much more government rule and people who made this district their home and other than the Council of Six Building, there wasn't much feel to this district at all or real theme. Take The Slums District for instance. When you first entered that district, you actually felt you were in a shady part of Athkatla and held your purse of gold tight to your waist but I didn't feel any urge or excitement when arriving here.

A few scattered estates to walk in as you please to loot or explore was more of a chore than enjoyable and this very district was one of the last ones I ever needed to bother coming to and what was with the prison itself? You'd think there would have been some use to having secret passages that lead deeper into the prison yet they only went to empty cells. I guess no one gets caught for doing anything wrong in the city and I was pretty let down that there weren't any real colourful characters found within the cells, let along this district to begin with.

The only reason anyone should need to come here is for Viconia, Jan Jansen and to buy a license to cast magic in the city.


Party Advancement

There were plenty of choices for me and my party while I was molding it into the group that would eventually go to Spellhold but none of them took my fancy at all when I came across them.

Jan Jansen wasn't going to fit anywhere in my party regardless of arguments and posts I had read on BG2 message boards about how good of an NPC he was. Quite frankly, I didn't need him. Period. I had found that Aerie was by far everything I needed in a spell caster, although her intelligence could have been better, her ability to cast clerical spells made up for this. I also didn't need a thief. Grub was already the one who would set off the traps and take the damage, the only downfall to this were traps that killed by missing a saving throw but rarely have I run into any. Detecting traps I had either Jaheira or Aerie to cast Detect Traps. Unlocking doors or chests I had Aerie cast Knock. As for spell casting, Aerie had been with me since the start and had gathered every known spell the party could find to add to her spellbook. Jan Jansen simply returned to his home in the Slums District and I never bothered with him again.

Now people will argue that Viconia is the *best* cleric in the game and I suppose they're right except for one thing. I don't play my game to get the *best* of anything. I just play it as I see fit for my particular character and Grub simply hates drow. So here was this drow spitting about how I knew her but of course, Grub had no memory of her at all. (For the record, I never played Grub in BG1 so Grub was not following through from the original and that's how I played him.) Grub wasn't about to let some crazy drow who was saying she knew him into the party and watched her burn at the stake were she belonged. If only it was Drizzt instead who was fried.

The last was Anomen, that wanna-be paladin tard who raced home to his mother after Minsc gave him a stare of evil and Boo shat on him for good measure. Well, I suppose it was bound to happen sooner or later for as soon as I stepped into the home where Anomen lived, the entire family attacked me. No wonder he was never a true paladin but could have been confused as one, being the tard he was. In my defense, I had to slay each and everyone of them and I removed the weapon that Minsc was using and let him kill Anomen with his bare fists.

My party by the time I had explored every inch of the Government District was ready to roll and was the final party I was going to have until the end. So that brings a question I'm sure some of you might be asking yourself. What of Imoen when you save her from Spellhold?

My answer. What about her? Grub owes her his debt for saving him and he will do the same for her. After that, she can get.
